The chief of a volunteer fire department in rural Cape Breton says serial arson charges against two members come as a shock. However, Dave Julian of the Florence department says it’s not an uncommon occurrence with media reports of arrests elsewhere in Canada and the U.S. in recent years. Police say it’s premature to speculate on potential motives for the alleged arson.
