RCMP Re-Open Investigation into Prison Death of Cape Breton Man

One correctional officer has been fired and three others have been disciplined for their role in the death of Cape Breton man at the Dorchester Penitentiary in New Brunswick. Correctional Services Canada says Matthew Hines was beaten and repeatedly pepper sprayed before he died on May 27, 2015. Hines was hit and sprayed with Pepper Spray five times – four times in less than a minute. New Brunswick’s coroner has yet to publish a final report but a post-mortem examine determined Hines died from a lack of oxygen caused by the Pepper spray. The RCMP has also reopened a criminal investigation into his death.
